PPN006 Explained: A Complete Guide for UK Government Suppliers

Procurement Policy Note 006 requires UK government suppliers to publish a Carbon Reduction Plan. This guide explains exactly what is required, who is affected, and how to comply.

What Is PPN006?

Procurement Policy Note 006 (PPN006, formerly PPN 06/21) is a UK government policy that requires suppliers bidding for major central government contracts to publish a Carbon Reduction Plan (CRP). The CRP must confirm a commitment to achieving net zero by 2050 and report baseline emissions data covering Scopes 1, 2, and relevant Scope 3 categories.

Who Does PPN006 Apply To?

PPN006 currently applies to suppliers bidding for contracts with a value of £5 million or more per annum with central government departments. However, the NHS has extended these requirements to all suppliers from April 2027, regardless of contract value, making compliance relevant to a much wider range of organisations.

What Must a Carbon Reduction Plan Include?

A compliant CRP must include: a commitment to achieving net zero by 2050 in the UK; a current year and baseline year emissions footprint covering Scopes 1 and 2, and relevant Scope 3 categories; at least five environmental management measures being implemented; and a declaration signed by a director or equivalent senior officer.

The Independent Verification Requirement

One of the most important aspects of PPN006 compliance is the requirement for independent verification of the emissions data included in the CRP. Net Zero International provides independently verified Carbon Reduction Plans that meet the full technical standard set out in the PPN006 guidance.
